Frank To graduated from the University of Huddersfield with BA (Hons) Fine Art. He went on to gain a Masters of Fine Art from Duncan of Jordanstone Art College. Frank lives between Glasgow and Inverness, maintains his art practice and regularly exhibits nationally and internationally. In recent years, To has exhibited alongside some of the greats of the Scottish and international art scene such as Banksy and Damien Hirst. To is Vice President of the Society of Scottish Artists, Edinburgh and Associate Member of the Society of Graphic Fine Art at Mall Galleries, London

Frank To teaches on the HND Contemporary Art Practice and BA (Hons) Art and Contemporary Practice at Inverness College UHI. His specialism is in contemporary drawing and painting, professional practice and collaboration practice. research skills, and education.

From 2019, Frank has been engaged in the Humanium Metal Art Project. He is one of two artists appointed by IM Swedish Development Partner for the project. He has been chosen by the organisation to develop a new type of colour and painting from Humanium Metal; a new alloy made from melted illegal firearms. Frank is currently working in collaboration with IM Swedish Development Partner to enable project meeting the United Nations Sustainable Development Goal by 2030.
